Luxembourg's housing crunch has been years in the making, and the government is now betting that cutting red tape, not just building more, is part of the fix.
The government announced on 10 July 2026 that it's replacing roughly 100 separate communal building regulations with a single national one, the "règlement national des bâtisses," covering 89 measures. Interior Minister Léon Gloden called it "a real paradigm shift".
What it standardizes: fire safety and evacuation routes, natural lighting minimums, renewable energy equipment (solar panels, heat pumps), bike storage with EV charging, parking permeability, rainwater cisterns, and greening rules like a ban on gravel gardens.
